CONTRACTS ADMINISTRATOR
– Herndon, VA
SUMMARY
Under minimal supervision, manages
and coordinates all activities involved in the administration of all
contracts, subcontracts, and purchase orders in accordance with Federal
Acquisition Regulations (FARs), Uniform Commercial Code (UCC), company
policy and procedure, and appropriate standard business practices; will
manage and assist in the administration of a variety of contracts to
include Firm-Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee
(CPAF), Time-and-Materials (T&M), Indefinite Delivery - Indefinite
Quantity (IDIQ), and negotiate Non-Disclosure Agreements and Teaming
Agreements.
JOB DUTIES
- Manage all activities over
a broad spectrum of assigned duties and responsibilities.
- Perform contract/subcontract
review, negotiations and interface with customer/vendor contracting
personnel.
- Assist with cost proposals
to address Request for Proposal (RFP) requirements.
- Review all contract/subcontract
modifications and proposals for completeness, compliance and accuracy.
- Monitor performance, funding
and payments on assigned contracts.
- Notify management of potential
non-compliance and other problems that could have an adverse impact
to the company.
- Ensure compliance with all
US Government contract reporting requirements.
- Participate in customer
business management reviews, focusing on contractual issues.
- Work with legal counsel
to advise management on contractual rights and obligations.
- Develop and execute Subcontract
Plans.
- Prepare RFP packages for
prospective subcontractors, as well as evaluate responses.
- Develop, issue and negotiate
subcontract agreements.
- Assist program managers
in the oversight of subcontractor/vendor performance.
- Prepare, issue and monitor
purchase orders for commercial vendors.
- Ensure compliance regarding
Company’s government property system.
- Document best practices
and develop policies and procedures that conform to government regulations
with the goal of the Company securing formal government approval of
its contracting/purchasing system.
- Develop, execute and administer
Non Disclosure Agreements and Teaming Agreements.
- Evaluate Organizational
Conflict of Interest (OCI) issues.
- Occasional travel as needed
to support proposal and negotiation efforts.
- Performs other incidental
and related duties as required and assigned.
NECESSARY SKILLS AND KNOWLEDGE
- Knowledge of federal and
state financial regulations, including Federal Acquisition Regulations
(FARs) and Defense Acquisition Regulations (DARs).
- Ability to analyze financial
data and prepare financial reports, statements, and projections.
- Ability to work independently
within a small company environment.
- Working knowledge of Deltek
GCS as a user.
- Ability to work in a team
environment and communicate effectively with all levels of the organization.
- Working knowledge of cost
accounting standards, pricing, and/or project control.
- Skill in operating personal
computer utilizing a variety of computer software, including electronic
database systems and MS Office.
- Skill in establishing and
maintaining cooperative working relationships with our management team,
employees, and clients.
MINIMUM QUALIFICATIONS (education,
experience, skills)
- Bachelor degree in business,
AND
- Seven (7) years experience
in contracting and/or purchasing fields with demonstrated application
and interpretation of FAR and the development, negotiation, and administration
of high-dollar, multi-year, complex contracts and subcontracts.
- accounting or finance, with
3 years as a high level finance business partner involving government
contracting.
- May be subject to a government
security investigation and must meet eligibility requirements for access
to classified information; requires Secret Clearance at a minimum, with
a plus.
PREFERRED QUALIFICATIONS (education,
experience, skills)
- 10 or more years experience
in contracting and/or purchasing fields as noted above.
